Disenchanting the Shield of Solitude? Disenchant in general?

Do I need to get this at its max level to learn its better-than-resist-magic enchant? I know that level of item normally doesn't matter for disenchant, but I also know that this item is a bit strange.

Are there any items at all that I need to wait to disenchant until I can get the max enchant? Wikia implies that absorb magicka and absorb stamina depend on the power of the enchant on the original item disenchanted.

It doesn't matter what level you are. What matters is the cost. Better enchantments mean the weapon costs more and the more something costs the bigger you enchanting boost.

Regardless of your level, or the level of the item, when you disenchant something you will always learn the 'max' enchantment.

This includes the Shield of Solitude, so you will get that 25% Resist Magic.
