You get more charges for using a staff combined with high level to match. Does it give more damage though?

Flame/Fost/Shock augmented perks raise the staffs power. Using it does not raise the associated skill so you'll have to pay for training to increase it. For the example of destruction, raising your destruction skill and using fortify destruction enchantments will give you more charges but taking the Novice->Master perks will not affect the staff as far as I can tell (which is super lame).

Conjuration staffs don't have a distance limit, so you can shoot a dremora lord to the far side of the room with the rose and stay hidden if that is your inclination.

Illusion perks affect staves as well.

I have a vast vocabulary, I said no because its the truth. TC asked if staves increase the level of a school of magic(I.e. destruction).. The answer is no, he/she didn't ask if staves were affected by the perks in said school of magic.
