Staff Enchanter Usefulness?

Well, the "purpose" as intended by developers was probably to allow you an alternate means of acquiring staves. Otherwise, there's a lot of random chance and hoping for good drops involved in getting the staff you want.

In practice, many staves (according to UESP) are actually weaker than their spell counterpart, which severely limits the utility of level based effects in staves, IMO.

Well there has to be some downside to having a staff otherwise everyone would just use them instead of wearing magicka reducing clothing

1. They don't give skill XP.
2. They need to be recharged.
3. They take up weight.
4. They equip slower than spells (albeit not that much slower).
5. They don't benefit from dual casting perks.

I've only ever used the staff enchanter once, to make a paralysis staff

Staffs are for followers & dead thralls, not you.
