Shield bash not working

I've had the shield bash perk unlocked now for a while and I use it regularly. It all of the sudden decided to stop working last night. I read that reloading your save file and restarting the system is supposed to fix it but its still not working. Also I have been able to get it to work a couple of times but my character basicaly glows green and stays that way for a few seconds and then when I get up close to enemies it automaticaly bashes them without me having to charge or have my shield raised. Anyone know any other way to fix this? My patience with glitches is really running out -__-

i have heard me this but only on pc, thought it was fixed in 1.2.
Have you patched? Or not game enough until 1.3 is out and tested?
