what are the requirements to start the dlc?

All 3 of course. On my game save I was pretty advanced so once I loaded up my game, they all appeared. My gf though just started a game, she's level 8 and isn't too far in the main quest and none of the messengers or quest giver appeared to her yet? So what are the requirements?

None. You can start any of the DLC's at any time.

They do start automatically though:
Dawnguard: Level 10
Hearthfire: Just happens
Dragonborn: Be declared Dragonborn by the Graybeards.

Alternatively, at any time:
Dawnguard: Go to their fort through a cave close (East-South East) to Stendar's Beacon
Dragonborn: Go to Windhelm and take a boat to Solesteim.
Hearthfire: Still just happens.

You can talk to one of the lesser jarls beside the one of winterhold. They can give you quests to become steward and in turn buy land. You can also just wait for a letter to be sent to you.

Hearthfire simply adds additional homes (and kid stuff). You have to do certain things for the Jarls of Falcreath, Morthal, or Dawnstar in order for the land to become available to purchase.

If you already qualified, you would receive a letter from that jarl. That's one way it 'just happens.' the other way is you go strait for it.

Actually Iaml3rian you can only start the Dragonborn questline when you completed the horn of Jurgen Windcaller but you can still go to Solstheim at any time.

Actually you only have to start the Horn quest, not complete it.

I'm pretty sure you have to get to the point where you can buy a house in one of the cities before you get the quest to buy a plot of land. Might be mistaken but that's how I thought it worked. The Jarl isnt just going to offer you a plot of land without completing the town quests first.

You may have to reach a certain level. My latest character has never been to Falkreath, but got a letter from a courier from the Jarl saying they have land available for purchase. I forgot what level I was at when I got it.
