Farengar Secret-Fire of Dragonsreach doesn't have any spell tomes to sell so I don't know what other options there are. College of Winterhold seems very far away and I bet I will encounter tough enemies on my way there. Isn't there any other options? I just want to have more destruction magic spells.

you can just use the carriage outside whiterun and get ported to winterhold.

Every large city has carriages outside that you can hire for 20-50 gold to take you to particular cities (Winterhold is one of the options).

More spell tomes become available as you level up. The college gives you access to some nice magic-related items but you can make do as a mage without them if you want.

You can only buy spells that your skill matches the level for. So, for instance, you won't see Adept level Destruction spells until your Destruction skill is 50 or higher. You can find higher level spells and use them before your skill is that high, but for buying them you have to have the matching skill level. While the college does have all of the spells (from what I've seen) that you can currently buy, Farengar will still have a good selection as your skills increase.

By the way, take it from a guy who has played every TES game in the series and has played through Morrowind and Oblivion more times than I am willing to admit, one of the best ways to naturally level your character and discover your builds strengths and weaknesses is to travel everywhere on foot. I will never use the carriages, and the only time I use fast travel is when I have no carrying capacity remaining but still have more loot to collect.

Someone asked me earlier how I managed to be a level 21 character but have 72 Destruction.. Foot travel everywhere!

The mage in Whiterun sells spells too. They are organized under "Books".
