How would I go about making finishing moves permanantly more likely to happen?

I know all about the console command, would it be as simple as putting that same command in a certain .cfg file?
Any help is appreciated.

set killmoverandom to <0-100>

Sets finishing move chance.

Also, there's: set decapitationchance to <0-100>

There's a pair of commands in the list that can set the % rate of decapitations and finishing moves anywhere from 0 to 100%. Look for those.

Yeah, I know.
I said I know all about the console command, I just don't want to have to input it every time I start playing.
What I want to know is if there is a file I can put the command in to make it permanant.
Some kind of autoexec somewhere maybe?
