1. Make enchanting potions
2. Drink potions
3. Enchant alchemy enhancing items
4. Equip items
5. Repeat

Fortify smithing potions/enchantments are obviously necessary for further "legitimate" exploits.

Unless it's been fixed, there are some ugly things that can be done with Fortify Restoration potions that make for true obscenities.

How would one utilize the restoration potions for smithing purposes?

0. Prep work: Get 100 in all three of the skills, along with 5/5 Enchanter, 1/1 Insightful Enchanter, 5/5 Alchemist, 1/1 Physician, 1/1 Benefactor, and whatever smithing perks are needed to craft and do better at improving your desired set of armor. If you plan to put fire/frost/shock damage or resist enchantments on your equipment, then take 1/1 Fire Enchanter, 1/1 Frost Enchanter, and 1/1 Storm Enchanter. If not, take 1/1 Corpus Enchanter to save two perks. Either way, take 1/1 Extra Effect.

1. Make Fortify Enchanting potions.

2. Under the effects of these potions, enchant four items with Fortify Alchemy.

3. Repeat step 1 while wearing those four items, for better Fortify Enchanting potions.

4. Repeat step 2 while under the effect of the better potions, for better enchanted items.

5. Repeat steps 3-4 until you hit a plateau and stop improving. (This will be at +32% Fortify Enchanting potions, and +29% per item Fortify Alchemy equipment.)

6. Using a +32% Fortify Enchanting potion, enchant four items with Fortify Smithing. (These should each be +29% per item, just like alchemy.)

7. While wearing the four items with +29% Fortify Alchemy, make Fortify Smithing potions. These should be +130%.

8. If you haven't already done so, go ahead and craft your set of fighting equipment.

9. While wearing the four items with +29% Fortify Smithing, chug the +130% Fortify Smithing potion and upgrade your equipment at the work table and sharpening wheel.

10. Using +32% Fortify Enchanting potions, double-enchant each piece of your now-upgraded equipment as you see fit. Exactly what those enchants should be is another matter entirely, though generally for physical damage-dealing and survivability you'll want some combo of Fortify (Archery/One-handed/Two-handed), Resist Magic, Resist Fire, Resist Frost, and Resist Shock. Possibly 1x Fortify Block if you're inclined toward blocking.

You *may* want to add Fortify (Light/Heavy) Armor, preferably in the body slot where there aren't too many useful alternatives. This depends on what material type your fighting equipment is made of, whether or not you're using a shield, and how many perks you're investing in the Light/Heavy Armor tree. Your goal is 567 armor (when you have 100 skill in the respective armor tree) after which it doesn't help you any more; how you get there is up to you.

(You can also make four items with Fortify [insert spell school here] to make them free, but if that's all you want, you can do that just with enchanting and skip alchemy - even store-bought potions - and smithing entirely. Just perked level 100 enchanting will get you 25% cost reduction per item.)

Note that you can get very respectable effects by using store-bought enchanting (+25%) and smithing (+50%) elixirs, which allows you to skip levelling alchemy and the seven perks it requires. (On the other hand, levelling alchemy also showers you with gold. Then again, so do a ton of other things in this game.)

Also, this goes without saying, but this thoroughly trivializes almost any challenge the game can throw at you.

There's an oversight(I wouldn't call it a glitch, exactly) in the game mechanics. ALL "Fortify" effects, no matter where they come from OR what they increase, are classified as Restoration magic. Fortify Restoration potions increase the effects of ALL Fortify abilities, INCLUDING themselves. Making and stacking restoration potions, and then making potions of another type(enchanting, smithing, etc) leads to obscene, Morrowind levels of game breakage in a short amount of time.

5. Repeat steps 3-4 until you hit a plateau and stop improving. (This will be at +32% Fortify Enchanting potions, and +29% per item Fortify Alchemy equipment.)

If you become a vampire and get the Necromage perk in the Restoration tree, you can "legitimately" (sans Fortify Restoration glitch) reach even higher numbers.

(Being a vampire flags you as Undead, and the Necromage perk makes all magic effects initiated by your character more powerful against undead. Your +32% Fortify Enchant potions will actually give more than a 32% bonus, allowing you to make items with more than 29% Fortify Alchemy. And then when you equip the Fortify Alchemy gear, the effect given by the equipment is even higher than the number displayed on the gear.)
