If I want the best graphics should I enable or disable it?

afaik it makes the game use lower quality effects on objects past a certain distance. the setting changes how far away the fading starts.

I gain up to 5 fps outdoor by disabling it, and I can't tell at all the difference at all, so to me it's a good deal to get in the comfort zone of 35+ fps.

Or you can use these extra fps to up some other options as well.

Enabling it would make you gain FPS though wouldn't it? As you are enabling the fade to reduce what you are rendering.

Enabling it grabs several frames. I can notice no difference between them. Stuff that looked nice at a distance before still looks nice, stuff that looked like crap at a distance still looks like crap.

I leave it on.
