So I just finished finding all of the blood samples for him and gave them to him. He opened up the box and stepped inside, said a little something like "What? It's just a book!" Then started standing there looking at it. I can't read the book or talk to him. I've already exited the game, reloaded, waited for days, went to other towns and done other quests, then come back and it's still like that. I even tried attacking him and then yielding to see if that would reset his objective or something but it didn't work. I don't know what to do. I would prefer not to use the console if possible -- achievements are not a big deal or anything but I like them. But there may be no other solution. ---
Oh, I did not agree to be his champion. My objective for the quest still says "give him the blood" even though I already did. I'll see what happens if I kill him even though I don't really want to. I've got saves out the wazoo anyway, but not any right before I gave him the blood ---

Well, killing him advanced the quest. But why didn't it say kill him, and why should I have to kill him? I said no to the Daedric Prince. Hmm. Oh well I guess. I kind of put him out of his misery. Thanks guys. ---
Hmm. It might be related to that then. If you agree to be his champion, then he just strikes Septimus down and you can take the book. Yeah, I just had this bug too - really annoying as I had the same problem in a main quest earlier. I'll try attacking him also.
The sooner people learn that any quest bug can be fixed with the console, the better.
