Highest potion of +smith/enchanting you can find?

I don't have the alchemy perk and want to replace my allready enchanted endgame gear with the same gear but minor better stats. I used +30% smithing potion and +20% enchanting, but found a better one for each. Since I don't want to undergo that TRICE, my question is: What are the strongest potion you can find (chests, vendors etc). I'm stuck atm with +25% enchanting and +40% smithing.
another question: does gear with +enchanting exists?

Simple look at wiki revealed this.
