Still Can't Play...

Ever since one of the first updates I have been unable to play Skyrim.
My fps never rises about 10-11 anymore, unlike the 40s and 50s I used to get on normal quality.
Whenever I change my games quality it has no effect at all on my fps and it makes no sense to me at all. I've looked everywhere online for a solution to no avail.
I had completely removed skyrim from my computer multiple times and redownloaded it without any changes. I've tryed changing the graphics editing, game files and nothing makes a difference.

So my question is, am I the only one?, Surely someone has had the same problem and been able to resolve it..

And Yes i have updated all drivers

Computer Specs-

Processor Intel(R) Core(TM) i3-2100 CPU @ 3.10GHz, 3100 Mhz, 2 Core(s), 4 Logical Processor(s)

Graphics Card AMD Radeon HD 6450

1 Terabite Hard Drive

6gbs Ram


Any help will be more appreciated than you could ever know

You never got 40-50 fps on medium settings. The 6450 is a very low end card. In the test I linked, they received a max avg. fps of 28, and they are using a much better processor than yours.
