A question about dungeons I can't really find an answer to...
Do dungeons have that feel like they did in Oblivion where you could just roam the map endlessly crawling through dungeons? That was one of my favorite aspects of Oblivion, but with the levels of enemies being locked when you first enter one, doesn't that mean that dungeon is pretty much useless since you'll likely come back as a much higher level?
Tag, in the same boat as TC. Hoping there's a way to unlock dungeons that have been previously set as well.

Wait, are they locked? Could of sworn they level with you.
That was something I utterly hated about Fallout 3. I mean it was bad enough everything was automatically set to never respawn but when you did, they would all stay at the level set. It was fixed by giving the zone no encounter zone, and ultimately in New Vegas they took encounter zones out.
Took me forever to make a mod to get rid of the encounter zones in Fallout 3, would rather not have to repeat that all over again for Skyrim.
there are encounter zones in skyrim. there different from fallout though, they have set level ranges(ex encounterzone1 has level 1-10 encounterzone 3 has 20-25) dungeons also have level ranges but as soon as you enter the dungeon it locks the level range.

Some dungeons start at a high level some dungeons at a lower level, but yeah, it makes the levels stay static after you've entered. This is because some people were upset that they couldn't get a higher level and then go back to a troublesome dungeon and kick everything's butt.
If I recall it only locks the levels when you enter... if you merely discover it but move on it doesn't lock the levels but if it's a "low level" area you can still outlevel it before you ever enter I believe and UESP wiki says everything stops scaling when you get to level 50.
I couldn't find the page I had read that said it locks the level when you enter the dungeon though (and I don't really have time to look for it all over again).
It would be way better if the levels got reset after you cleared them, waited however long it takes for enemies to respawn then enter again so that the enemy levels are scaled to your current level and not the level you were at when you first cleared the dungeon.

this is a great mod. gives respawn time options
change from 30 day respawn for dungeons to 5, alter vendor merchandise respawn, and deady body clean up.
can also change time setting to speed up or slow down how much in game time for each minute of live time passes.
vanilla is 20 minutes for each live minute, I prefer 10 to 1. days last twice as long, makes the world seem larger.
