No, whose was correct. Who's is a contraction. Same case as with its and it's.

No, whose was correct. Who's is a contraction. Same case as with its and it's.


No, 'who is criminal scum?' is correct. 'Whose' is possessive, as in " this (criminal scum) is whose?" Nobody owns the criminal scum in that statement (aside from the imperial guard, obviously).
