Legendary difficulty?

Is it just Damage D = x0.25 / R = x4.0 ?
Or are there any other features?

Just nerfing the player's damage output and raising the enemy's own as usual. Just more artificial difficulty.

Artificial difficulty is just raising the enemy's health so it takes longer to kill them. Making the enemy hit you harder and you hit them not as hard is not artificial difficulty. It is actually more difficult, since you take more damage and have a much higher risk of dying. You actually have to try harder, not just whack at them for a longer period of time.

we have mods for that, this is basiclly for the console people.

Trying to portray an opinion as a fact or confusing opinions with facts, especially ones own opinion. Opinions can never be facts. Applying subjective adjectives like fake, real, actually, artificial, etc. to objective, quantifiable terms like difficulty, balance, complexity, etc. is illogical and impossible. There can be no arbitrarily defined limit at which point difficulty suddenly becomes "real" or "true" because difficulty is a form of objective measurement based on a required amount and type of skill. Any measurable amount of difficulty is "real" difficulty. If a person has an opinion about the skill requirement of a game (reflexes, timing, memorization, execution, spatial awareness, analysis, strategy formulation, etc.), they should say so clearly without implying their opinion is a fact.

Raising enemy stats is a matter of execution. You need to input commands correctly with less mistakes, and you may need to devise new strategies to deal with damage that you would have otherwise been able to ignore. "Fake" difficulty is entirely a matter of opinion.
