Why did it go from SKSE 1.6.9 to 1.6.13?

1.6.9 is greater than 1.6.13. I'm confused. I can't tell if I have the right version.

Version numbers are sets of numbers.

a.b.c

a is 1 if its the full version and 0 if in beta and no full release happened yet, a really big overhaul may make this 2 and b and c turn to 0
b is usually tied by major features, if something big happens c is turned to 0 and this number goes up by one
c is minor changes and minor features added. This can be any number and although it doesnt usually happen it can go above 9 in which it becomes 10 then 11

That makes sense, but you don't go from x.9 to x.10 or x.11. x.10 and x.11 are lower numbers than x.9, which is why I'm confused. It's going backwards.

Bear in mind that .9 in the context of versions is NOT 90. .9 doesn't mean 90% or build 90 here, just build # 9.

Think of it like a date

The beginning of the year is 2013/1/1 (order changed for example)
It goes 2013/1/9 to 2013/1/10
However it goes from 2013/1/31 to 2013/2/1
And if something big happens 2013/12/31 becomes 2014/1/1

Think of a month as something big and think of the date as something small, and think of the year as a whole new thing.

The difference is any of these 3 sets can go on forever, and are changed depending on how big of a change.

Think of it like this:

1.6.9 = version 1.6, 9th revision
1.6.13 = version 1.6, 13th revision
