I really don't think this is a cash in sequel. I think Square really has a lot of faith in the world and characters they created for FFXIII, and want to prove it's potential for greatness to those in the fanbase that were skeptical, unsure, or indifferent with their feelings for this incarnation of Final Fantasy.
It was said that so much effort went into programming and designing that the developers did not get to explore the world and characters that they created as much as they would have liked.

There is no information even out about the game, unless you mean the trailer with the tall man. So how could anyone know.

Well it certainly won't be a Toy Story 2. Because the first TS was awesome. FF13... Eh, not so much.
