Is it better than Setzers dice?

Both are fragments.

They are just like any other fragments - useless items that contain a story if you look them in Fragments menu.

Don't get me wrong - in this case "useless" means that you cannot benefit from them in any specific way. You need them if you are aiming for 160/160 fragments

Useless is still hardly an accurate word to describe them considering you need them for following things:

-Powering up Chaos weapons
-Getting all Fragment Skills
-Unlocking the Secret Ending

Apart from getting a fragment, you actually get 1 gil after you buy it!
