I only see two "Increase ATB gauge" points for both characters. Does this mean the guide will finish up with each character only having five ATB bars instead of six?

yes, both characters only get 2 extra atb gauges. you can get a third one with weapon equips

Oh wow. That's weird. Why did they opt to do that instead of making the base max 6 like they did in XIII? Or at least, I think that's what the case was.

In XIII you needed a Tier 3 weapon to have 6 ATB gauges.

In the first incarnation of the game, you similarly had to equip the character's tier 3 weapon to gain the 6th ATB bar.

Only issue here is that while in FF13 most characters would end up with tier 3 weapons post-game as they were generally much better than their tier 1 and 2 counterparts, the weapons that confer the 6th ATB bar in FF13-2 are very underwhelming and seldom used.

You don't need that sixth atb bar anyway.
Beating FF Superbosses. 1-4, After Years, and 13-2 completed.

This is true. The ATB +50% weapons are much more valuable.
