About Crystarium leveling...

...is the ability to optimize your Crystarium, like you can do in this game, a new addition or could you have done this in FF13?

I'm reading about it on the Wiki and it continuously talks about it being the "player's choice" and "player's preference". What do they mean? How is the Crystarium in the first part dictated by player's choice? Can someone explain?

The crystarium of FF13 is fixed. Every role has its own part.
In the end, in 100 playthroughs of FF13, the status at Max would be always the same. Hope has the highest magic, with Lightning and Vanille being second.

13-2 has nodes. Big nodes and small nodes. Abnd all roles share the same uhm... let's call it "Board".
Every board has a fix amount of small and big nodes and you are free to choose what role should receive the current node. every node gives a stat boost, depending on which role the node receives. Sentinel and Medic, for example, will raise HP, Ravager magic and Commander physical attack.
If a role receives a big node, you'll also receive a bigger bonus. More strength for commander, more magic for Ravager and even more HP for Medic and Sentinel.
Once every node of the board has been used, you get access to the next board, which also has a fix number of smaller and bigger nodes.

In the end, depending on how you contribute your points, Serah can end up with the highest attack (and maybe even HP?), while Noel becomes a better magic user.
Though, usual, Noel gets the most HP and strength, while Serah gets a lot of magic. You really need to know what to do.
And even after hundreds of playthroughs, Serah and Noel can receive different stats, depending on how you leveled up in the crystarium, every time.

Or in short: 13's crystarium has a fixed growth, 13-2's not.

This part is not correct. You do get a special bonus on large nodes based on which role you chose to level, but the base stat gain for each node is independent of role.
