so i know the lightning DLC is the only one thats story relevant, but is there a "best" time to play it? or is just doing it after the main story of 13-2 is complete how its meant to be

Story-wise: After you have beaten the game.

Gameplay-wise: As soon as it's available (if you care about story, skip all cutscenes for the Lightning DLC). Gets you the best COM who makes basically everything trivially easy.
