why doesn't sony just charge $32 for the 32 gb card ?

They have to offset the production cost of the system. That's the only explanation I see. Or they can charge $5-10 more for all the games. Somehting has to give. Would you feel better if Vita sold at profit with a higher price and include memory making it even more expensive?

Some crying over $250 would have a heart attack if it where $350 for WiFi just to have cheap memory cards.

I wouldn't want any card that only costs $1 per gigabyte....it would be too damned slow and unreliable, it would probably fail completely inside of 6 months.

Yeah... Because you can find a good, quality 32GB memory card in a physical store for $32 that doesn't have some gimmick attached to it...

They're also throwing a bone to retailers... Retailers are probably paying more than what they would for standard flash memory but still way less than the MSRP so they still have a large incentive to carry them and since there's no competition from other companies there's little to drive prices down which means they'll keep making more on them. I'm sure retailers themselves will eventually cut prices to compete against other retailers but it'll never come close to what manufacturer competition can do.
