It has been stated before that it was built from scratch, just like the DS version. The DS game was pretty much a different game from the other versions.

EDIT: from the developers themselves:

Sumo Engine powers everything but the 3DS. 3DS is being built from the ground up.

Oh i see. The article tc provided seems to suggest otherwise. Hmmm

Really? It says it uses a different engine, it pretty much confirms it.

W8, you are right. It does say the 3ds uses a dif engine. They make it seem like the 3ds could not handle a direct port. I didnt knw the game was so demanding!

It seems to be rather demanding because of dynamic water effects according to a Sumo guy who posts at NeoGAF. Pretty water has the console version locked at 30fps, isn't that just awesome?

As long as it does not drop beneath 30fps and is constant then i think its fine. Im glad they didnt screw the vita over with a watered down port!

60fps could make me choose PC over PS3, honestly.

30 fps for a racing game is unacceptable, what are you talking about?

You know, since the 3DS version is built from scratch and most likely lacks pretty water effects, I wonder if it could run at 60fps like Mario Kart 7. That'd be awesome.
