I know most games like UMvC3 and SFxT are not region locked so you should be fine. Ive faced people from Japan before and I live in the US. But if you want on the American servers you need a NA PSN account but your EU version if retail copy will work on the NA Servers.

only issue with exporting/moving/whatever is dlc has to be from the same region as the game and the region you choose ends up locked to your memory card (there are ways around it but it's a hassle)

If I get digital game from europe and go other region, will it make a difference if I connect with eu account, or format memory card, and log in with that region`s account?

I don't think there's any way to have content from two accounts (and you need an account per store) on the same memory card so if you already bought stuff on the EU store you should leave it on the EU store, if not dealers choice. But you can play your EU games in NA online no problem.

So games are looking for closest servers, not your game`s region server (in this case EU)?

if the game's servers are not region locked, then you can play with anyone in any region using any region game. an example of this is blazblue on ps3.

if the servers are region locked, then the game will access the server for whatever region the game is regardless of your location (for example, an EU game with a region locked server will always access the EU server). an example of this is demon's souls.
