Persona 4 Golden or Ragnarok Odyssey. Which one should I get? I love both genres equally and I have never played a Persona game. Does that matter for the story?

Persona 4 by far. Ragnorok Odyssey gets boring and repetitive as f*** after the first hour or 2.

Persona stories aren't connected. And I suggest P4, RO is ok but P4 is far better especially if you've never played it.

Persona 4 Golden is one of the best games ever and you won't miss anything by not playing the first three (four) in the series. Ragnarok Odyssey is pretty fun if you play online but it isn't even close to P4G.

Here is the thing

If you like playing a single player Persona 4 is a right game for you. P4 has a good storyline and game playing style. Most of the Persona titles have high reviews on Metacritic, you can check it for more reference while Ragnarok Odyssey is not good for a single player it is really boring but if you play with your friends this game is a good pick. Even thou it is a repetitive quest like Phantasy Star and Monster Hunter, your friends can help you to grind items and complete each quest. Slaying huge monsters along with friends is really fun.

P4 is technically my first Persona game. I have Persona 3 Portable, but I haven't gotten around to playing it.

But even so, P4 has become one of my favorite games of all time.

I suggest you get Persona 3 and RO. From what I see almost everywhere, Persona 4 is damn good, but Persona 3 is the one that's supposed to be super duper. I haven't even completed 3 myself, so I wouldn't know that for sure.
