Can transfer PS1 games from PS3 to Vita but can't just purchase them on Vita?

Why is that? Is there a definitive answer?

GFAQs is hating. 80 character title, "You have too many characters in your title, must be between 5 and 80". Okay *deletes a character* "You have too many characters in your title" =.=

I dont know if its liscencing rights or some thing to that effect. While Sony may have to rights to allow games to transfer over they may not have the rights to sell directly on the vita.

Because for some strange reason, Sony says they have to "test" each PS1 game before they release it for Vita use. Don't know why they just don't say it differently, but they're trying to prevent ROM hacking. All PSP and PS1 games can be transferred from the PS3 to the PS Vita. But only the games Sony "approves" can be bought and downloaded ON the PS Vita.
