Can I buy psp, ps1 games on the psn web store...

I don't think you can. Transfer-only games work if you have a PS3

You can try it for yourself, see if it works that way.

Well, I've bought a dozen psp games with my vita and I've never had to use my ps3 for that.
Peace Walker is available directly on the psn store here (EU).
