Is Nintendo really the only console maker smart enough to do this? Sony has been severely disapointing lately, when it comes to the Vita.

Sony partners with Xseed all the time to publish their games...

Bleach Souls Resuruction and Wild Arms XF for example. There aren't any Japanese Sony games to publish atm except Soul Sacrifice which is already being localized and an ugly niche rpg that looks like it belongs in the 90's

Partnering with xseed won't solve anything. Xseed is an approximately 6 person company who work out of a tiny, dilapidated office. Getting a game from xseed would involve large sums of cash and long processing times to bring an obscure title over which may or may not pan out well. Now it wouldn't hurt to get some support from xseed, but it's not on the top of the large list of other things sony must do to get this system up to speed.

Cause Sony is a jerk like that.

Theres a reason why developers always complain about Sony and essentially gave them the finger the instant it became clear that the PS3 was not the second coming of the PS2.
