Can I cross buy FROM my Vita?

So... Sly 4 is hitting PSN later today (...right?) and I cant download it from my PS3, because I'm at College, so I have to purchase it from my Vita. Would I be able to crossbuy it from my Vita or would I absolutely have to buy it from my PS3 if I want to cross buy?

You could buy it from the PSN Store website.

It should work if you buy it from the webstore from a PC but I haven't tried it yet. I would assume it shows up in your download list on your Vita after the purchase is completed. You can't make the purchase from a Vita though.

Physical copy cross-buy requires a PS3 and ties the PS3 disc to your account so the VIta copy can only be used on that account and claimed once. But yeah, if you go on the web based PSN and buy a digital PS3 copy of the game, it should unlock the Vita copy at the same time and will show up in your download history on you Vita PSN.
