I'm more curious about this one: define PC.
Are they talking about all PCs? Just gaming PCs that satisfy a minimum spec sheet? What about custom PCs? How the hell they even got this data?

Anyway back to the topic, I guess that is alright for UK. Even the 3DS is selling around 2.5 times the vita over there(compared to Japan where it sells 10 times more). Compared to the PS3 and the 360(and even the PC), both are failing hard. It's clear that the UK is not a handheld centered market.

If you want to complain about Japanese or American Vita sales be my guest. Sony deserves a few slaps in the face. UK? not really a good measure. Using the popular Gfaqs vita board "meme": UK doesn't matter

Well the Vita is only getting beaten by the 3DS 2.5 to 1 rather than 10 to 1 (like Japan)

It's hilarious how you ask a lot of dumb questions and try to do sales analysis saying stuff like "Even the 3DS is selling around 2.5 times the vita over there...", without even noticing that it's a SOFTWARE chart you're looking at. Next time you try to elaborate on some figures, invest another second or two in looking at the topic title first.

So yeah, to answer your question(s), "PC" means boxed PC games.
