I think you need a PS3 to transfer that particular title but it's worth the extra trouble if you have one. Wish more people would have bought it to begin with though. :/

There was one for $22 a while back IIRC and it was cheaper than the vanilla version at some point. Don't know if the Vita can handle that DLC though.

If you mean PS3, yes you can. If you mean PC, I don't think you can.
