If PSN is down, can Vita still work?

Sorry if the question is dumb, but I only got my vita for like 2 weeks, and I haven't had any console that is so online dependent before.

If the PSN is down for whatever reason, will I still be able to play the digital games that are on my memory card? What about the hard copy games?

you can play any games you want but the online capabilities in the specific game will obviously be unavailable if the network is down.
