Could Sony be testing waters for intl price drop by limiting it to Japan first?

I'm sure by now that Sony knows that the biggest hurdle for people on the fence about the Vita is the price and the lack of announced games coming in the future. There's a week delay in Japan between the price drop which happens today and Soul Sacrifice which comes out next week. I think they just used the yen currency issue as an excuse to lower the price and use Japan as an experiment to see what would make people buy a Vita more, a lowered price, or AAA games. Then they'll either lower the price worldwide, or release a bunch more Vita game bundles since this depends on what week the Vita did better on.
