They're completely different.

Streetpass (assuming you meant streetpass and not spotpass) is a focused set of games. You meet people, trade puzzle parts, and play a boring pseudo RPG to save your Mii.

Near tries to do a bunch of things. It lets you know where you went, who you met and where, what games the people you met are playing, the most popular Vita titles in certain areas, and other things such as leaving "gifts" for people to find in certain areas of cities.

Near's problem is that it's extremely complicated and Sony never explained it. After a year of owning this thing even I don't know how to use it properly, which is why I (as well as most Vita owners) am apathetic towards it.
