It's literally coded into the hardware.

PS3 remote play required use of system resources that developers couldn't afford and a very slow wireless connection - PS4 remote play is literally a feature of the PS4 itself - regardless of the game being played, utilizing a very fast wireless connection.

In other words, it's not a question of games "supporting" Vita remote play. The PS4 itself is literally what does it - not the games. The PS4 will stream anything to the Vita as if it were the TV - the only games that are incompatible are ones that can't be controlled through the Vita's inputs (so far, only PS Eye games fit that category)

Sony themselves have explicitly stated that all games will be Remote Play from day 1.

I agree. It's like playing on the Gamepad, which is all kinds of awesome. I don't know how far the range of the Vita is, if you could play in a car or something, but I'm fairly excited to see how it develops.

When did Sony actually say that?

PS4 was built for this functionality. It has been EXPLICITLY stated that it would work with every PS4 game by multiple higher up people in the company. With PS3, Sony advertised and showed it off, letting people believe it would be a major feature, but didn't actually state it. There's a huge difference here, lol.
