Trying to access the English PSN store

I'm on my computer trying to look at what games are available on PSN for Vita, but every time I try to go to the site I get a "Site Not Available" page. At first I thought the site was just down for maintenance, but it's been like this for several days now.
I'm in Japan, so I thought maybe the site is just blocked since it's for the US, but I was able to access the store just fine a week or two ago. The playstation.com site itself still works fine, but if I go to a download page I always get the "Site Not Available."

Am I just going to an outdated site or something? How do I get to the PSN store?
Related: Will this be an issue when I get a Vita? I'm planning on downloading games for it, but I'm going to want English ones.

Maybe you're signed in to the Japanese (or other) store? That would prevent you from accessing the US store. Try to access that region's store and sign out or open something like a Private Window if you have Firefox for example. If you have multiple browsers on your computer you could try a different one than the one you're using too. Clearing cache should work too.

The page you link to works fine for me so it's not outdated.

I've never signed in to a Japanese PSN store, but I tried the private window like you suggested and the US store works fine there. Really bizarre... T_T

Well, my main concern was regarding getting English games on the Vita itself. I assume that will work as long as I have Wifi. Or is it possible to download games via computer? Does Vita have a USB connection?

You can't download Vita games through a PC. You can through a PS3 though.

The Vita does have a USB cable. The charging cable it comes with plugs in to the Vita on one end, and has a USB connector on the other, that plugs in to the power brick that you plug in to the wall.

I'm guessing this enables you to transfer pictures and music and such as well, right? Maybe even videos?

The only games you can transfer to your Vita are one's you have transferred from the Vita to the computer in the first place.
You cannot download games to your computer and transfer to your Vita.
The pictures music and videos though, yes, that is how you transfer them, through a program called "Content Manager Assistant".
