Bought a used Vita and can't format Vita

I bought a used Vita on Amazon and I can't restore it to factory settings because I have to type a passcode in to be able to and I don't know what the previous user's pass code was. Anyway to get around this or do i have to email the person (their account is still on the vita) to get their information that way?

Most people set their passcode to all 0's, 1's and so on so try those and see.

Are you sure you didn't buy a stolen Vita?

Was able to do the hold power, PS button, and right shoulder button to get into the format option that way.
