why cant vita tv play some vita games?

It uses a dualshock 3 controller so no touchscreen. However I think you can use a PS4 controller with the Playstation TV.

They weren't programmed without touch screen use, simple as that.
A game like Disgaea 3 won't run on it, and it doesn't use the touch screen for anything important.
Senran Kagura uses the touchscreen for at least 2 things you can't do otherwise, but its compatible somehow.

Senran Kagura was being developed when the VitaTV was announced, Disgaea 3 was released way earlier.

Thus making the touchscreen games playable. I'm assuming what filtered out most games was the front touchscreen anyway.

And the camera. Can't play Uncharted without a camera to shove in a lightbulb because developers thought that would be cool (it wasn't). Can't play AC3 Liberation either, but that game is so bad you don't want to play it anyway.

there were some odd cases in japan like tales of hearts R which was patched to run on the vita tv then patched again so it wouldnt run.

hopefully when the game is localised it will be able to run on vita tv since it may help sales of the game (that is if people buy it in the first place)
