where the heck are the convoys we have to loot?

I'm at the end of sequence 8, and I have only seen one "loot the convoy" icon. Unfortunately, I was glitches into a tree, so I had to fast travel to the closest harbormaster. By then, the icon was gone. When will more icons appear?

They are randomly generated and don't appear frequently.
