Use bait with a snare to capture a animal

I just did this like 3 times it's not counting what am I doing wrong?

I think you have to put the snare down first, then the bait on top of it. Or maybe it's the other way around -- either way, one doesn't seem to count for some reason.

Fast travel to the southern naval port in the Frontier, that one that's way down there near the small town. Can't remember the actual region name, haven't played in a bit. As soon as you travel there you'll be on that dock, and if you travel forward and left just a tad you'll be on a shore behind a building. There should be a crap ton of racoons and rabbits around there. Approach cautiously, set as many snares as you can - yes, all of them - and then coooover the area with bait.

I got like 10-15 at a time.

FYI it's trap then bait.

I think you need to be in the area to watch the animal be lured by the bait for it to count. I was stuck on this for a while before I got the hang of it.

Just use the clues. It still counts.
