I AM holding the sticks while pressing the button. After a few seconds of this he stops and I have to start all over.

The thing is the vibration -- both from the controller and yourself -- is causing the sticks to slip from the position required.

The game is very strict with the stupid stick position.

That's because you're mashing RT so hard that you end up moving the analog sticks. Slow down, there's no time limit to how quickly you have to mash RT. If you still can't do it right after that, either get a new controller or return your game because you would be literally too stupid to play it. I'm hoping the last one isn't the case, though.
I came here to chew bubblegum and kick ass, and I'm all out of bubblegum.

I've tried pushing the button slow and I've tried mashing it fast, and I'm holding the right and left sticks where they need to be. My controller is fine, it works perfectly on every other game I have. After a few seconds of trying to break the lock he just stops, forcing me to start again.

Sometimes you run into chests that actually do make you start over, its a small glitch you just have to keep trying eventually it will open up.

^^ Same.

There is no reason why you should be having a problem if your controller works perfectly.

Once you realise that the moving part is not a progress bar but a timer it should become easy.

Lock picking in this game is absurdly easy - even easier than it is in Fallout. I'm amazed so many people have trouble with it.

Rotate left stick until vibrate, hold.

Rotate right stick until vibrate, hold

Press r trigger a few times.

Done.
