Is this game severely underrated, or does it deserved its rating?
I had fun with this game, especially co-op mode. The level design got a little weak when you arrived at Oil Desert Zone, but Sky Fortress Zone more than made up for that. Being forced to have Tails help you out most of the time did make things linear, or routinely, but if you are playing co-op, it's a little more bearable, since there's an emphasis on teamwork.
But is it really worse than Sonic 4 Episode I, like I've been hearing??? As of now, Episode II is doing worse in ratings than Episode I did. And there are many improvements over the first one! Though, they did manage to mess up things that, formerly, didn't have a problem, which almost balances the pros and cons...
Honestly, the game isn't SUPER GREAT, in my opinion, but I think it's a whole lot better than the first. So, I think this game will be severely underrated during its life time.

It's really difficult to rate a game such as this. The problem is that if you're a long-time fan of Sonic you're probably going to be sitting in one of two camps:
- Sonic's finally back on form. Finally the game we've waited for all this time! 10/10
- Sonic's eyes are green. Physics still not quite accurate enough. 0/10
If you're not a long-time fan of Sonic, you'll probably find yourself keeping the score down simply because of reasons such as it not having quite as much content and depth as the vast majority of games released these days, being fully completable in just a few hours.
But long term fans don't care about that. What we want is good old Sonic, back to his old form. The times may have changed, expectations may have changed, but some stuff is still as good as it always was. If you've always loved Sonic, why stop now?
So yes, it will be underrated.
It's clear that it's more of a case of the first game being highly overrated by critics than anything. Fan opinions on Episode I were mostly mixed, and that's the vibe I'm getting here with Episode II as well.
