Difference between Combo and Combo 2 (etc.)?

So what's the difference between Combo and Combo 2 (or combo 3 for some songs)? I figure Combo would be for lead guitar and Combo 2 would be for rhythm guitar, but for some songs, it lists Combo 2 before Combo when selecting the arrangement.

I'm understandably confused.

It's really not "lead versus rhythm" so far as I can tell. Usually it's more like (to use Judas Priest as an example) "Glenn's parts versus K.K.'s parts."
