Apparently, the pawn system would be a pain to implement on PC. Or maybe they're just making excuses.

megaman series was released on PC street fighter IV is on PC tekken x street fighter is on PC most resident evil games get ported to PC

They stopped doing PC ports more or less because there was not enough money being made on them, and PC gaming is not that popular in Japan as it is in the West.
The Xbox 360 DD had horrible sales, and even the the PS3 one had low sales in NA, so there is not much incentive to to a PC port.
