Ur Dragon doesn't drop any bows.
Best shortbow is Fey Whisper
Best longbow is Savage Fang
Magic bow I believe is Dragon's Quickening

You can't trade magic bows, but you can buy quickening from delec in the Everfall chambers. I think he's in Estrangement.
