Not directly, Heaven Roar is based on MATK and MATK is based on INT, LUCK, etc

In all fairness, Heaven's Roar can make the game very boring. Every single battle devolves into using that one skill about two or three times.

Now maybe you're into that, because you like efficiency or you really want to see the story and the battles are just secondary to you. If so, that's fine.

But I can see why some might opt not to use it, and stick to a diverse team instead.

By the time you get Heaven's Roar you've already played the game 2-3 times already, unless you grind like crazy in Mirage Tower. I think that merits you a break.

As far as I know Heaven's Roar is based on Job level instead. I tried having 2 champs, one with 99 int plus 30+ luk, the other one with minimum int, and the damage is more or less the same.
