Assassin's Guild assassins not leveling up?

In my assassin's guild, I have all twelve slots filled with recruits. I have one den master, one assassin fifth rank, and the other ten are level 10, but have more xp than is required to level up to the next level. Is this happening to anyone else?

You have to assign them to den's and do the first stage of their Master Assassin mission for them to level up any further

i have assigned all of my assassins to their dens, and they are all the way to assassin master rank but they have not leveled up. they are stuck at 15500 exp. what should i do.

Master Assassin quests have two parts. The install and find a target bit, then in a later sequence finding the target again and killing it. After the second they rank up and XP locks.

im just aimlessly walking around. i have gone to the dens and have done part one on all but part will not show up on my map its like the game thinks im 100% synced

I have every den set with a master assassin and they are all locked down. How do I get the rest of my assassin past level 10?
