You need to have the Wii U hooked up to a TV to start up the console and access the menu options or start up a game. This isn't a portable system. However, like mentioned above, some games will allow you to stream the game to the GamePad. The inclusion of this feature isn't standard in every game, and chances are if the game uses the GamePad for any unique features (a la ZombiU) it will not be able to be played on the GamePad

Are you sure about this? I don't know why they wouldn't have the menus streaming to the tablet.

From what they said in their MiiVerse presentation, the GamePad is capable of of displaying the menu (or a specialized variation of it), but you need you actually enable the little button on the TV screen to drag the content to the GamePad. Obviously if you don't have it hooked up to a TV, you won't be able to even select it. And even so, in game you would need to enable the GamePad use the same way, via the TV

I'm pretty sure it will be possible to access the games from the GamePad's screen without having to turn on the TV.
Everything else would be the most ridiculous oversight ever.

From there on it will depend on the game. MOST games seem to support Off-TV Play (or however they call that feature to play games on the GamePad without the TV), and i'm confident MOST developers will be intelligent enough to structure the menus in a way that makes that option accessible without the TV.
