But by the title. So its like the Dreamcast circa PS2 launch? Magic but hard to sell.

So the article was positive. The Wii-U is magic but it's up to devs to make imaginative games for it was the ultimate takeaway.

you get 10% back for each VC purchase? ive never heard this? if its true is it only for the deluxe?

Not just VC-- any digital purchase. And yes, only for deluxe owners.

It seemed to me the message of the article was that the Wii U NEEDED an article to explain what it can do, whereas the Wii's concept was very easy to grasp intuitively.

For 2 years though. And only for digital purchases. And you can only redeem them in increments of €5 (or $5 or 500 Yen). It's nice for people who plan to purchase a lot of things digitally, but I personally wouldn't have much use for it, if any.
