If your Wii U needs to be replaced, make Nintendo replace it - they'll TRANSFER your NNID to the new system.

It's also a hell of a lot cheaper than going out and buying a brand new system.

Yep. I already had to do that with a 3DS that was broke. Sent it to Nintendo and they transferred the console account to the new machine. No game loss.

What if it's outside of warranty and you just buy a new one, or stolen.

Will they transfer it, just asking because from what I can tell you can't transfer it.

Right, will they transfer your NNID if your console is stolen, burned in a fire or it's outside of warranty and you buy a new one from the store?
